The sudden arrival of Madara Uchiha shocks the four Kage. Madara isolates Sasuke with the Transportation Technique and begins to explain the details of "Project Tsuki no Me". He intends to revive the Ten-Tails, the monster from which all nine Tailed Beasts were created, become its Jinchuriki, and ultimately put the whole world under a Genjustu. After the four Kage refuse Madara's demand to give up the remaining two Tailed Beasts, Madara declares the beginning of the Fourth Great Ninja War.
